Quack of the APL: “The government rectifies the situation and so much the better”, welcomes the director of the Federation of Solidarity Actors

The director of the Federation of Solidarity Actors welcomes Sunday on franceinfo the decision to pay the exceptional aid of 150 euros including to beneficiaries of APL without children.

“The government is correcting the firing today and so much the better”, Florent Gueguen, director of the Federation of Solidarity Actors (FNARS), declared Sunday, October 18 on franceinfo after the decision to pay exceptional aid of 150 euros, including to beneficiaries of APL without children. After Emmanuel Macron’s announcement on Wednesday evening, the Prime Minister returned to this aid for the beneficiaries of the APL. Finally, this Sunday, Jean Castex clarified things: “With regard to young people, I am announcing today that we are extending this aid to them: 150 euros will also be paid to the 400,000 young people who benefit from the APL and to scholarship students. ”

franceinfo: For you, this announcement is a back-pedaling of the government?

Florent Gueguen : The associations were a little stunned because the President of the Republic had announced aid for young people and then the next day the Prime Minister had finally indicated that 18-25 year olds were no longer in the target which caused amazement from the associative sector. The government is correcting the situation today and so much the better. It is in any case a necessary measure because young people are the first affected by the increase in poverty, the fall in income and the collapse of employment for young people. Many of them have lost their jobs in fixed-term or temporary contracts. Often, they are not protected by partial unemployment measures, nor unemployment benefit so it was necessary to correct the situation.

Is the amount of this exceptional aid sufficient?

It is a welcome help for these young people in difficulty. The problem is that it is one-off, it will only be paid once. However, we asked for the opening of the RSA to young people so that young people without resources can benefit from a minimum subsistence level, especially for those in the 18-25 age group and who do not have access to the RSA. The problem remains before us: poverty will continue to increase in the country. The crisis will last at least until the summer of 2021. Therefore, we ask that this aid be extended throughout the duration of the crisis, every month, knowing that the objective in the long term is to open the RSA to young people. who – when they are not supported by their parents or unemployed – do not receive any basic income.

This aid measure will be detailed next week at the same time as the announcements of the Poverty Plan, what do you expect from this plan?

We are expecting a lot of action. First of all, the monetary assistance component which we have just spoken of, but also the support of RSA recipients. The departments have just announced that there was a colossal increase in the number of RSA beneficiaries: nearly 9% in 1 year (an increase which will also continue until the end of the year). These benefit recipients are people who have lost their job, who had earned income, who fall into poverty and fall on social minima (I remind you that the RSA is only 560 euros per month for a single person). We must therefore support these people so that they do not sink permanently into poverty and unemployment. We are also asking for the development of what we call solidarity jobs: jobs accessible to low-skilled dropouts, for example, or the long-term unemployed.
